5 Defining disparities

As in previous editions of Cities Outlook, we use the percentage point difference between a city’s lower super output area (LSOA)12 – neighbourhoods within a city with an average population of 1,500 – with the highest JSA claimant count and a city’s LSOA with the lowest claimant count as a proxy indicator for inequalities within a city. The measure is only a proxy – income data would serve as a better measure but is not made available on a comparable basis across cities.
