Perhaps a little harsh to describe the RDA as a failure because it did not solve all the problems of UK regional disparities? Actually, there were many solid achievements across the Northwest – and several of them in Manchester (like the regeneration of Ancoats). Isn’t it a bit like saying that Manchester City council is a failure because, despite all the valuable regeneration in the city centre, Manchester still has immense problems of deprivation, ill health, addiction and failing schools?
