In Conversation with Jim O’Neill: What should the white paper on devolution deliver?

Join Lord Jim O’Neill in conversation with Centre for Cities’ Andrew Carter to discuss what the forthcoming Devolution and Growth White Paper should deliver for cities and economic growth.

Event starts at 10.00 - 11.00 on 22 September 2026 at Online

With the Government preparing to publish its white paper on devolution, what should the next phase of devolution look like – and can transferring greater power to cities and regions help tackle the UK’s longstanding economic growth challenge?

Join Lord Jim O’Neill, economist, former Treasury Minister and former Chair of the Cities Growth Commission, in conversation with Andrew Carter, Chief Executive of Centre for Cities, for a discussion on the Government’s emerging devolution agenda and what it could mean for economic growth across the country.

Drawing on Jim O’Neill’s longstanding involvement in the devolution and Northern Powerhouse agendas, the conversation will explore where greater local powers could make the biggest difference to growth, what government needs to get right in the forthcoming white paper, and how cities and mayors can play a greater role in strengthening the national economy.

There will be an opportunity for audience questions at the end.

Speakers:
Lord Jim O’Neill, economist and former Commercial Secretary to the Treasury
Andrew Carter, Chief Executive, Centre for Cities
