2015 was a year of big change for local government. Devolution deals are now in place for most major UK cities, giving them metro mayors from 2017 and greater control over their own affairs.
But as the funding system is rewritten over the next four years and revenue support grant phased out, there are still questions about whether places – both strong and weak economies – have the powers, incentives and funding they need to adapt and prosper.
