How can we effectively deliver the New Localism?

Dermot Finch joins Caroline Spelman and city leaders to discuss how a new kind of relationship can be achieved between central government, local authorities and communities. 

Elected mayors will be on the agenda, widely advocated by the Centre as a way to devolve power back to local communities.  Dermot will be speaking about how much of the loosening of Whitehall's grip is rhetoric and how much is reality, and how this "slow and bumpy road" will be ridden.  Other topics include whether local authorities are ready to take on responsibility for things like jobs, health and law and order.
